Jack Kelly, principal owner and founder of Group Health Experts, has over 40 years of municipal government experience managing urban government.  As the former Business Administrator for New Jersey’s two most populous cities, Jersey City and the City of Newark, Jack has developed expertise making him exceedingly capable in all aspects of municipal government, including health care benefits.  After leaving the public sector Jack founded Group Health Experts to assist local governments navigate health care choices while effectively communicating those choices with elected officials and collective bargaining groups.  During his tenure with the City of Newark, Jack initiated and was instrumental in having the State Health Benefits Plan (SHBP), a state run, self-insurance plan modify choice offerings to local municipal government participants.  The SHBP option for retiree health care included Rx benefits as a “take it or leave it” option.  This option was later modified, and Rx benefits became un-hinged from retiree health care offerings.  Plan modifications such as these empower municipalities to offer different Rx plans to retirees, culminating in greater plan participation while reducing overall costs and simultaneously mitigating collective bargaining group opposition.
